Reducing the number of invaders might be a good idea. With the new change and the number of "active" fighters per city(average would be a grand total of 2 active fighters per city), it sort of doesn't feel right having an army with numbers in 6 digits.

A range of 500-10,000 sounds like a more reasonable number for an army, but that's just my opinion.
