Subject: Skills help

I am a Mage currently on level 25. I use the skill Focus Magic at the start of my battles and it's increases are great.
My question is - Is it worh me getting the Slow Mind skill ( level 10 skill ) or are the effects not going to be very great and I would be better off saving my sapphs for other things.

Any help from others that have been in a similar situation would be appreciated.
